Text reads:

Mayor of Welland, was born in Niagara on Sept. 22, 1858. There he spent his youth, coming to Welland in 1880, where he has since been in business. He was elected to the office of Town Councillor in 1889, and served in that capacity for seven successive years, and has since been reeve on two occasions. He has been president of the County Agricultural Society, a public school trustee, president of the Town Conservative Association, and treasurer County Conservative Association. For two successive years he has been elected Mayor of the town by acclamation. And he is popular among all classes.
