Text reads:

The subject of this sketch was born in Glasgow, Scotland, on June 23, 1856. When four years of age he came to Canada with his father and lived in Owen Sound, where received his education, afterwards completing a course at Toronto. In 1877 he was called to the bar, and two years later found a partnership with Mr. Richard Harcourt. The firm is now Harcourt, Cowper & Macoomb. Mr. Cowper was appointed to the office of County Crown Attorney and Clerk of the Peace in 1892. In his profession his opinion is highly esteemed by his fellow members of the bar, and as a legal adviser he is without a peer in the district.
