Text reads:

The subject of this sketch was born in Thorold Township on February 22nd, 1845, in the large stone mansion which was built by his father, Joseph Upper. He and his family still occupy the homestead. The Upper family is one of the oldest and largest in the district. Walter Upper has for years taken a prominent part in municipal affairs. He was first elected to the Thorold township council in 1872 and served three years. He was then appointed treasurer, which position he held until 1894. Since then has had three years as reeve of Thorold township, and tor two terms was County Commissioner for District No. 5. He is now a candidate for the House of Commons.
