Extra information on the back of the photo states the building on the left was a driving shed and horse stable, and the building on the right was a warehouse. The photo is labeled as 1919, but there is an obituary for a Frank Pitts who owned a clothing store in a 1906 edition of the Welland Tribune, and the photo also appears older than 1919, so the date may be sometime before 1906. Description:Black and white photograph of Mr. Richard Harcourt M.A., LL.D, c. 1920s. Picture and the following historical information are from the compendium "History of the development of public education in the City of Welland, Ontario, Canada (1788-1968)" by J. J. Claude Trudel: Mr. James H. Ball was the first Public School Inspector for Welland between 1871-1879. He was succeeded by Richard Harcourt in 1879, who stayed on until 1899. He was a man of great talent and diversity and followed other fields besides education. He studied law and after having obtained his LL.D. (Doctor of Laws) degree was admitted to the bar in 1876. Two years later he won the provincial riding of Monk (a former constituency made up of parts of Welland, Lincoln, and Haldimand Counties) and represented them for three decades. In his 20 years as a Public School Inspector for the Welland area he assisted substantially in elevating the standard of teaching and education. [show more]
