Mr. James H. Ball was the first Public School Inspector for Welland between 1871-1879. He was succeeded by Richard Harcourt in 1879, who stayed on until 1899. He was a man of great talent and diversity and followed other fields besides education. He studied law and after having obtained his LL.D. (Doctor of Laws) degree was admitted to the bar in 1876. Two years later he won the provincial riding of Monk (a former constituency made up of parts of Welland, Lincoln, and Haldimand Counties) and represented them for three decades. In his 20 years as a Public School Inspector for the Welland area he assisted substantially in elevating the standard of teaching and education.
