Jesse G. Morningstar was County Warden, with the following councillors: Albert Nelson, Alvin J. Babion, B. A. Pattison, Charles C. Kister, Charles W. Nugent, D. H. Cohoe, D. MacGillivray, Edwin Kelsey, Frank H. Gallinger, George E. Aikens, George Hill, George T. Richings, H. Milford Hershey, James Alex Learn, James C. Baker, John H. Atwood, Joseph C. Bell, Joseph E. Roland, L. Douglas, R. Barnhart, and William Wills.
It contains two sessions: January 28-February 1, and March 18-19.
The meetings were held at the Welland County Courthouse.
Welland County was the precursor to today's Niagara Regional government (Niagara was composed of Lincoln County and Welland County from 1856-1969).
In the minutes will be found historical decisions being made on subjects such as schools/education, bridges, public buildings, tax assessments, creation of by-laws, and more.
