David Killins was County Warden, with the following councillors: Alexander Lattimore, Amantus Schwaller, Charles Treble, Edward Lee, George W. Taylor, James Henderson, John Matthews, Joseph Garner, Matthew F. Haney, Matthew Seburn, Peter Beckett, Peter E. Miller, Peter Learn, Sidney Barnett, Thaddeus W. Hooker, William Marshall, and Wilson Lemon.

It contains three sessions: January 28-31, April 7-8, and December 16-19.

The meetings were held at the Welland County Courthouse.

Welland County was the precursor to today's Niagara Regional government (Niagara was composed of Lincoln County and Welland County from 1856-1969).

In the minutes will be found historical decisions being made on subjects such as schools/education, bridges, public buildings, tax assessments, creation of by-laws, and more.
