Morningstar, Elmer W. Armstrong, Ernest Gorham, George Bukator, George F. Broadley, Gordon W. Monroe, Harry T. Kramer, Horace E. Kilman, James P. Green, John A. Barron, John C. Kaiser, John Shoalts, Morley Athoe, Nis Nissen, Paul E. Pietz, Peter J. Santone, Sanford Dell, and William Duncan. It contains eight sessions: January 17-24, March 28, April 18-24, June 19-28, September 19-22, October 13, December 8, and December 12-19. The meetings were held at the Welland County Courthouse. Welland County was the precursor to today's Niagara Regional government (Niagara was composed of Lincoln County and Welland County from 1856-1969).
