Text reads:

James Smith was born in the Village of Chippawa on June 6, 1837. He grew up on a farm, and in 1862 he married Miss Mary Ryan, the same year taking up a farm of his own in Willoughby township. While a resident of that municipality he had the favor of the electors many times. He held many municipal offices. For seven years he sat in the County Council, and in 1881 was warden. Afterwards for 6 years he was clerk of Willoughby, and during the same time served as license commissioner. In January, 1889, he was appointed sheriff of the county, and has since resided in Welland. Sheriff Smith is a faithful and conscientious officer, and is held high in the esteem of his fellow men.
