The photo was included in the 'Report on Survey of City of Welland', by Thomas Adams, Consultant, for Welland's City Planning Commission. His comment underneath the photo reads: "Where Lincoln Street needs to be extended toward the Canal. Note small piece of iron building which obtrudes beyond towers."
