The book this comes from, "The History and Development of Welland High and Vocational School 1854-1979," has this description of the Cadet Corps from a note written in March 1918:
"Welland High makes a fine record. Practically every male student has volunteered to help food production since there is a shortage of help due to the war. Principal McCuaig stated that fifty-four boys volunteered. This number represents practically every boy enrolled at the school."
