Now in 1858, The Welland Library Association amalgamated with "The Mechanic's Institute of Merrittsville" to become the "Welland Mechanic's Institute". This meeting took place at The Welland County Court House and officially moved to the newly Incorporated Village of Welland (Incorporated into a village, July 4th, 1858). The Library comprised upwards of 300 volumes. Now, between 1877- 1880, The Mechanic's Institute had received local contributions and a provincial grant. As well at the time, the location of the library changed multiple times from; Tuckney's Jeweler, J.H Burgar Pharmacy, McCaw's store, the Firehall, and the Police Station. This document shows proceedings of the first anniversary of the Welland Library. This meeting was held at the School House near Brown Bridge on Saturday, November 26, 1825. Such was their enthusiasm that these pioneers trekked through wilderness on snow packed bridle paths in the cold of November to meet. These men were British United Empire Loyalist and Irish who came to work on the canal. The first book purchased was Adam Smith, The Wealth of Nations and other titles in history, travel, fiction and current affairs. During this time: - Books were classified and numbered. - There was a reading room. - Fines and membership were charged. - A copy of Dewey's classification was purchased. In 1899, the library was moved to the new Town Hall. In 1910, the first consideration and negotiation for a Carnegie Library began. In 1921, The Carnegie Foundation promised the City of Welland $20,000 to provide a Free Public Library building. Then in 1923, the New Carnegie Library was constructed. They first asked a Hungarian priest for a list of Hungarian books suitable for library use. A few years later, the same request would be made of the French priest for French books.
